1. The congress a. Legislative branch that makes laws i. Funding any program the federal govt wants to operate 1. Funding for troops 2. Every govt agency 3. Programs 4. Etc. 5. Congress controls the “purse” 6. People thought democrats would decrease funding for war a. Pres bush has been able to get funding he wants to continue military effort in Iraq and Afghanistan 7. Everything that needs funding needs to be approved by congress 8. October 1-sept 30 = congress’ fiscal year ii. Service to the constituents 1. Making sure they go back and listen/spend time in their districts 2. Having office in their districts a. Other staff that represent the congressman can help the public 3. Provide service to people who had problems and needed help (govt issues) 4. Since members of congress control the purse, people who have a problem with a federal agency put pressure on the congressman to try and solve their issue. a. Example: people in Blythe, CA were being charged outrageous
