Political Science 201 American Government March 20, 2007 America’s War on Drugs II: Law and Order Politics The Development of America’s Drug War o Dazed and Confused: The Sixties and Recreational Drug Use 1960s – Recreational drug use rises Especially among middle class white kids o Nixon Declares War: Treatment (SAODAP) and Enforcement (ODALE) Nixon declares himself to be the “law and order” president He will be tough on crime When he takes office, crime in Washington is very high Narcotics Treatment Administration Headed by Dr. Robert DuPont o Started a methadone treatment program in Washington D.C. o Crime and burglary go down in D.C. by 41% A report emerges that reveals high levels of addition among soldiers in Vietnam 1971 – Nixon declares War on Drugs Special Action Office for Drug Abuse Prevention o Heavy emphasis on treatment 2/3 of budget dedicated to treatment For the following election, Nixon is forced to place emphasis on enforcement to win votes o NORML, Ford White Paper, and Carter’s Decriminalization Campaign
