History 262 Modern Latin America March 1, 2007 New Ideologies for Hard Times As Latin America enters the 20 th century, the economic and political model of the time was not working o Export led economy and land owning oligarchy Where to look for alternate models? o Communism Middle and upper class wouldn’t want to give up their land o Socialism People don’t want to give up private property rights o Anarchism o Syndicalism o None of these systems had any impact up through WWII Economic development requires capital investment o Latin American countries encouraged foreign investment Foreigners don’t want to invest when there is risk of unstable governments or economies Some foreign investment was short term and all the profits left the countries o Governments can raise money through: Taxes No one likes taxes Print money Causes inflation o Governments can borrow money Two kinds of solutions o Political solution – Populism Need a charismatic leader Leader allies with one or more of the classes below the ruling classes Leader works out an arrangement whereby the needs of the people are met in return for political support Ex. Yrigoyen in Argentina o The Radical Party emerged in Argentina and Yrigoyen set up a system based on middle class patronage with
