Introduction and Chapters 1 - 3: 1. While not specifically discussed in the text, there is significant current focus on building ethical competency for public employees. What do you think that means, and how might we seek to achieve it? 2. Menzel discusses “Rising Above the Moral Minimum & the Four Failings,” which he defines these as: Leadership Myopia; Leadership Lack of Awareness; the “Everybody Does It We Have Always Done it This Way or the Nobody Cares Syndrome;” and finally the “It is so Hard to Decide” problem. Discuss these and consider your own organization in your discussion. 3. Discuss and support or challenge the five reasons for studying ethics provided by Bowman & West. 4. Discuss the validity of the three myths about studying ethics, and how to address them. 5. Discuss the complex relationship of the micro, meso and macro approaches to ethics analysis. 6. Evaluate the factors influencing meso-micro ethics and discuss the impact of each, especially as it relates to leadership and organizational culture.
