FOREWORD Emergency Management Institute The Federal Emergency Management Agency (FEMA) provides training and education in emergency management through a nationwide training system. The National Emergency Training Center (NETC) is located on a campus in Emmitsburg, Maryland. The institutions that conduct the Agency's nationwide training program, the National Fire Academy (NFA) and the Emergency Management Institute (EMI), share the facilities. The goal of EMI is to offer training and education that continuously improves emergency management practices in communities throughout the United States. Training activities consist of courses, workshops, seminars, and conferences offered both at EMI and at locations throughout the U.S., often in cooperation with State emergency management agencies. These training activities are directed primarily to persons with local or State government responsibilities for emergency management.
