Dawes-Young Plan Following the aftermath of World War I, a debt repayment plan was set up by Dawes and Young. Germany, who had been placed under severe reparations repayments under the Versailles Conference had to pay to the Allies. The Allies, who owed a large amount in War debts to the United States, used the reparations payments to pay back the United States.
