Memorandum To:  Mr. Dials From: Michele Rhoads Date: 11/4/08 Subject: “Analysis of Presidential Candidates Key Issues” Assignment Three   Topic: The Impact of Policy, Law, and Regulation on Contemporary Business Senator John McCain and Senator Barack Obama’s use of Institutional advertising to  promote their concepts, ideas and philosophies through their websites lead me to  pursue an in-depth evaluation of one of their policies. Reviewing Barack Obama’s website, , I found his policy position  on the “American Opportunity Tax Credit” very interesting. This policy, which gives the  American people the opportunity to attend college in exchange for community service,  appears an excellent incentive for all Americans.  The policy states: Create the American Opportunity Tax Credit:  Obama and Biden will make  college affordable for all Americans by creating a new American Opportunity Tax  Credit. This universal and fully refundable credit will ensure that the first $4,000  of a college education is completely free for most Americans, and will cover two- thirds the cost of tuition at the average public college or university and make  community college tuition completely free for most students. Recipients of the  credit will be required to conduct 100 hours of community service.” One might wonder what this means in terms of the business environment. Small  businesses form the core of the U.S. economy. This program, designed to prepare  individuals in owning their own business, will contribute in creating new industries,  create new jobs, boosting the nation’s economy. The policy allows an American to  further their education, which in turn develops a quality workforce. Most jobs require, as  a prerequisite, a college degree. A college-educated employee contributes to new  technology and innovations that improves productivity. This in turn allows businesses to  compete in a global marketplace. Students interested in pursuing entrepreneurship can  take advantage of programs offered by many universities.
