Seth Patrick 2/16/2010 Document 117 The Unfunded Mandate Reform Act (1995) Congress set out unfunded mandates to the state governments which  required them to carry out particular measures without appropriating the  money to do so. The Unfunded Mandates Act would put a stop to the unfair  treatment and disadvantage placed upon the State and local governments by  Congress. Without the act Congress had power to impose cost to the state  without reimbursing them for the burden. The Act would strengthen the  bond between State and Federal Government as well as end the imposition.
