The Articles of Confederation protected the rights and privileges of the states . 3. Under the Articles the power to govern was in the hands of states . 4. The most pressing challenge facing the new nation was the national debt 5. A system of land survey, the creation of new states, and the banning of slavery north of the Ohio River was laid out in the Northwest Ordinances . 6. The stay laws were laws that temporarily suspended creditors’ rights to foreclose on delinquent loans. 7. Shays’ Rebellion raised doubts among some influential leaders about the ability of the states or the Confederation to preserve the rule of law . 8. Supporters of a stronger national government were called nationalists . 9. Edmund Randolph ’s Virginia Plan set forth the idea of three separate and equal branches of government. 10. The decision to create two houses of Congress was called the Great Compromise
