Carley Byron Humanities Community A October 29, 2007 Foreign Policy Proposal Persuasive Essay Foreign aid priorities between United States and Africa need to sustainability over efficiency and quality over quantity along with diplomacy being used to get indigenous peoples opinion on how to help the HIV/AIDS epidemic. Foreign aid should look this way because the money going there should be going helping for the long run rather then getting a lot of money that doesn’t really help in the long run. Three of the world’s largest HIV/AIDS donors included U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) and the World Bank’s Multi- Country HIV/AIDS Program for Africa (MAP) were looked at to see where the money is going and how Africa is using it. The “Executive Summary” published by the United Nations to better understand the way the donors give money, track the money and how efficient the money was making it through the government of recipient organization (RO). The HIV/AIDS epidemic has been built up for many years. The HIV/AIDS crisis in Africa was first noticed in 1993, when the average life expectancy took a big fall due to more people being infected with HIV/AIDS (chart below); 2 2

In the coming years after HIV/AIDS was first recognized the African government and other organizations coordinated a plan of action to combat, keep the spread down of HIV/AIDS, but the plan did not work due to poor organization and mixed messages from African politicians. Due to the poor response the HIV/AIDS crisis got worse with each month there was one death every fourteen seconds and there is an average of twelve million new orphanages per year.
