Recall that, when considering both the general “stalling” of America’s progress in reducing poverty—and the stalling of progress in closing the enormous “gaps” in the poverty rates between Whites and Blacks (8.2% vs. 24.5%, and Whites and Latinos (8.2% vs. 21.5%)—most scholars and analysts working from a structural perspective point to changes in the overall (or “macro”) economy and its effects on the labor market as being the primary explanatory factors, or “root causes” of the problem.
