Civil War and Reconstitution Terms Secession The pesky fire-eaters began to demand an end to the union South Carolina seceded first on 12/20/1860 followed by Mississippi, Florida, Alabama, Georgia, Louisiana, Texas, Virginia, Arkansas, Tennessee, and North Carolina Representatives from the first seven seceded states met that February to form a new nation: the Confederate States of America The Confederacy came up with a constitution almost identical to the US constitution except it acknowledged state sovereignty and made slave abolishment impossible Jefferson Davis of Mississippi became the president of the confederacy à epic fail Homestead Act Enforced in 1862 Allowed citizens to claim 160 acres of land and purchase it for a small fee after living on it for five years North did this in order to economic development in the West and nationalism Morrill Land Grant Act Enforced in 1862 Transferred substantial public acreage to the state governments
