The Embargo Act was enacted because a British ship attacked the American ship, the Chesapeake . This was a violation of international law and Britain knew it. Jefferson passed the Embargo act to stop acts like these from continuing. It prohibited all exports from the United States. (Garraty 190). 2. The answer is D ; Thomas Jefferson reduced the size of the military. He tried to avoid the ongoing war in Europe and followed the neutrality policy both Washington and Adams followed. The amount of national debt increased due to decreased revenues from the Embargo Act. (Garraty 184) 3. The answer is B ; Thomas Jefferson and John Madison both maintained neutral throughout before 1812.
