IOE 421 Work Organizations Review: Authority vs. Power Differences Power (ability to achieve desired outcomes) is different from Authority (ability to achieve desired outcomes as a result of formal hierarchy). Authority is narrower in scope. Power can be exercised upward , downward , and horizontally Authority can only be exercised downward .
