-1Alexandria Xereas Government 491 Professor Smith September 6, 2008 War Making and State Making as Organized Crime Tilly argues that war making and state making qualify as the biggest example of organized crime. He references the Raketeers as someone who creates a threat and then charges the people in the state, who believe they are in need of protection, in order to make the threat disappear. These historical thugs operate without the sanctity of the governments within the state. However, the government, and those who hold power in the state, monopolize on violence in order to make the governments claim to provide protection more credible and difficult to resist on the behalf of the citizens. Those who were in charge of allocating the protection believed to be needed in the state, quickly created a thick barrier between legitimate and illegitimate means by making things more forceful and thus increasing the violence within the state. Tilly believes that under the organized crime agents of the state carry four different activities,
