POL2307 Week 4 Accountability and Ethics in Public Administration
About the Group Project Students in groups (4-6 students in a group) have to conduct an in-depth study of a contemporary public administration issue in Hong Kong.Each group will be required to give a group presentation of 15-20 minutes, followed by Q & A. Students (no more than 3 students in one sub-group) are expected to write a paper based on the research materials of their group project. The topic has to be endorsed by the Tutor on or before Week 6
About the Group Project Use the insider’s perspective, such as discussing what you would do if you were the person in charge or what actions should be taken by the executive branch to address the issue. The paper should have four sections: Introduction:Describe what the issue/case is without the specific details and explain its significance in the field of public administration. Introduce the organization of the paper so that the reader can get a clear picture of its essential contents. Findings:Give details of the case and identify the problem(s) found in it. Each analysis of a problem should be supported by facts given in the case together with the relevant theory or course concepts. Conclusion:Sum up the main points from the findings and provide your final opinion. References:A minimum of five references must be cited in the paper, with at least three references from assigned readings or peer-reviewed journals.
About the Group Project You can write a paper on any topic on PA but remember PA is what government agencies (the executive branch) do. So, do not focus on a political issue that has no implications to PA. You must write a balanced essay not just tell a one-sided story. Suitable topics may include but are not limited to: Marketing strategies of Octopus Card and Easy Card: A comparative perspective Day-to-day management of public housing in HK and Singapore: Similarities and differences The role and significance of environmental impact assessment in policy making in HK The police’s handling of mass demonstrations: A review of current protocols and practices Determining the salary of public servants in HK: Theory and reality Government accountability in HK: Is the system accountable?
