METHODS How Data Was Collected Instrument Design:  Enable provided two versions of surveys that had been  used in previous years. These surveys were combined for this study. Target Population and Sample:  The target population consists of all 203  participants in Enable’s Self-Directed Personal Services Program. Every third  person was selected from a list of participant’s first names and phone numbers  until 170 individuals (sampling frame) was chosen. A total of 100 responses  (sample) were collected from the 170 telephone calls.
