Persuasive Speech Outline Specific purpose: to persuade people why the drinking age should be lowered to 18. Introduction: Until 1984, the drinking age in the US was 18, then however, Congress passed a bill raising the Federal drinking age to 21 and said any state that did not lower their drinking age would not receive highway funding. I. Main point #1: When a person reaches the age of 18, they are considered responsible enough to go to war for the country. A. Government asks 18 year olds to put their life on the line 1. If someone at the age of 18 is responsible enough to put their life on the line in the field of battle, they are responsible enough to enjoy a beer. 2. If the government can tell you that you are going to a hostile territory with a high risk of dying at 18, you should be able to drink. B. It is absurd to say that 18 year olds are not responsible enough to drink when they are given so many other important responsibilities. II.
