Containing Communism George Marshall thought the best way to protect Europe from turning Communist was containment. In turkey, there was already talk of a communist takeover, and also in Greece. Truman stood before a joint session of Congress to make his case for supporting both countries. The Truman Doctrine represented a turning point. Truman hoped to prepare American people for immense commitment that the doctrine would take. Greece and Turkey in peril from Communist insurgents. Proposes NSC-68 200 increase in conventional forces. Marshall offered his prescription in recovery in economic assistance. Marshall explained that the recovery would stop any country from becoming so desperate that they would need the aid of the Soviet Union. It would cost the United States $17 billion over a four year period. The Marshall plan worried Stalin; the Kremlin came up with their own economic plan for Eastern Europe, the Molotov Plan.
