Political Science 1 Lecture #11 2/23/10 LBJ’s Civil Rights Tools President as a bargainer – legislative strategy (Neustadt claims that the President is the chief bargainer) Gives speeches to rally the public to pass civil rights Head as executive branch—issued executive orders (LBJ Executive Order 11246 established affirmative action) with regard to government agencies President is a party leader: makes clear that Democrats are going to be identified with Civil rights and liberalism, helps define the party Landslide victory in 1964 passes Civil Rights Act and the Great Society LBJ signed away the South from the Democrats with Civil Rights Johnson becomes a villain because of Vietnam What characteristics for a successful president? Need to be opportunistic, a manuverer, a practical politician An individual centered view, a lot more emphasis currently on forming a good team Want someone to be a good manager and inspiring Framers and the Presidency Ambivalence toward executive power because of the king
