Daniel Pardinas Philip Martin ARE 150 9/31/09 Review Questions 1) Revolving door in a labor market is when borders are open, so that employers can employ new workers from other countries at low wages. The implications for employers are that it keeps their low wage pay rate at a steady pace, and whenever a farm worker would like to quit the farm he can become easily replaced. The union sees the revolving door as bad labor because of low wages. Public policy is to given the cause to help farm workers get more rights, so that farm workers unionize and raise their wages. 2) Farmers want to be able to keep their workers during the seasonal farming. Farmers do this by using migrant farm workers from other countries, and in doing this get into a revolving door labor market. The worker advocates suggest the solution of workers right, so that the workers unionize and self-help themselves out of poverty. The definitions of poverty is that people or persons without sufficient resources, money, fundamental needs, ECT. Recommended solutions to this would be to give workers money, raise wages and have anti poverty programs, so that workers find a way out of poverty. 3) The ALRA was expected to give farm workers more rights in such way that they were going to self-help themselves and raise their wages. Four reasons why the ALRA failed are that at the time there was a competitive demand in the free market that made it difficult for the law to pass. The supply of whites in a labor union was not, many which made it unlikely for the law to pass. At the time there was bad leadership in the unions that in made it difficult for the unions to organize. 4) The 3-s concept in California is sales, labor shares, and seasonality. The
