If people are a competitive resource (see Barney & Wright, 1998; Tracey & Nathan, 2002; Way, 2002; Introduction and The Challenge of HRM PowerPoint Slides), then line managers play an increasingly important role in managing the workforce. But this is not an either/or situation. Rather than seeing line managers take over responsibility from HR managers, Bohlander and Snell (2007) see both groups working together to handle workforce issues.
