Japan, the general economy. It is usually thought that industrial policy originated in Japan. The truth is more complex. The proposal of Alexander Hamilton corresponds to what is known later as industrial policy. The name industrial policy did arise in Japan, in the 1970s, pertaining to the measures carried out by the Ministry of International Trade and Industry, but only after its substance has been practiced there at least for decades, Komiya (1984). Part of the object of industrial policy is ‘launching industry’, an issue already faced by Meiji Japan. What benefited Japanese industries was also partly the deeds of other ministries, etc. 3
