What issue does the editorial present? Russia finally passed a bill to allow the ownership and sale of private nonfarm property, which will help the country’s economy grow. The problem is that the bill is too vague, which allows different regional governments to interpret it differently, potentially continuing to restrict land ownership to maintain the status quo. Many of the Communists are fighting bitterly to prevent such reforms for farmlands because if they lose their grip on collective farms then their entire political base will crumble, forcing them out of power. 2. What conclusion does the author reach?
