(I will assume the author is male.) 1. What issue does this editorial raise? The Bush Administration’s proposed tax cuts will have a profound effect on the economy, especially the small-business people. The Senate Finance Committee is attempting to reject the proposal and favor a much smaller tax cut. 2. What is the author’s conclusion? The author concludes that by lowering the marginal tax rate to 33% that the entire economy will improve. He bases this on two studies and the assumption that what is good for small business today is going to be good for the country and the economy indefinitely. Of course we all know how tax cuts end up coming to bite future tax payers in their bottoms. He provides no basis for how long these jobs will last and how future taxes increases will
