She argues that only Congress can make laws. Which critical thinking question needs to be applied to settle this disagreement? Clue: Do you and your friend agree on the meaning of the words she is using? She believes that regulations set forth by administrative agencies are not laws, which leads me to believe that she does not understand the power delegated to administrative agencies by Congress. I would have to ask her to define what a regulation is, then, if it is not a law. And, if these agencies, which were created by law by Congress, did not have the power to create laws themselves, then what purpose would they have? 2) Some individuals may argue that the creation of regulations by administrative agencies promotes unfair
