Directors of those agencies are elected by the President (Political Appointees) Change every time President changes Employees of agencies dont change every election of the President & Senate & House b/c civil servants (hired for those jobs) 2 Variables for Successful Policy Operational Stage 1. Capacity of Implementing agency & its managers Impact of Policies Themselves on Implementation Well-written policies w/ clear goals Facilitate Implementation Policies with Vague or Conflicting Goals Make Implementation Difficult or Impossible Design & Construction of Policy Policy Goals & Objective Policy hypothesis (logic) Flexibility of policy Policy Goals & Objectives Well-written laws include clearly articulated Goals & Objectives What does this Law intend to Accomplish?
