An industrial company is less complicated and unsubsidized Public sector is often composed of semiautonomous units Professionalism dominates rather than power in public industry Enabling activities are prominent in realizing change Experience in the Lancaster group showed that public sector calls for less arrow-like studies Studies in the public sector provide a more difficult test for SSM Public sector offers better opportunities to improve the process of SSM
