In this situation, I would suggest Dirt Bikes' begin to use the world wide web for all their research regarding purchasing and costing. If nothing else, the internet will can provide various contacts that can help you get to the right person to get the job done. An internal intranet would probably eliminate some positions in the office, but unfortunately that tends to be the conscious business move. Communications from, say, a head office to the local establishment would be cut in half as far as the time taken to deliver a message is concerned. Office e-mail and IP technologies have made the ease of getting something as serious as a firing a thing of the future, with people being let go via webcam in a secluded office (See the movie "Up In The Air" for a discreet example of this).
