A Need Exists to Weight Goals by their Importance Some goals may be more important than others Depends on perceptions of stakeholders Depends on legal requirements stated in laws and Acts me goals may be difficult to achieve Some goals may be difficult to achieve Costs may be very high to achieve them Viewpoints may vary significantly on what constitutes good hi t achievement When alternatives are compared, we need to be able to identify those that perform well overall, and those that perform less well We need to be able explain why performance is judged as good or not so good

ank Ordering of Goals Rank Ordering of Goals We could simply list them from first in importance to last in importance However, we may have trouble doing this Different members of the team may disagree on rankings The goals may be complex and contain multiple dimensions (e.g. performance and safety) There may be major differences in importance between goals ranked next to each other, and a pure ranking does ot reveal large gaps in importance not reveal large gaps in importance We may experience difficulty distinguishing the relative importance of goals after the first two or three are ranked
