Governments Emperor- the mandate of heaven o Was truly seen as having god given power to take care of china o Was center of universe/world o Subject had to touch nose to ground 3 times in certain ceremony to king o If there was major corruption or natural disaster or invasion, showed heavens disfavor of emperor Bureaucracy o Based on education and merit
