DELEGATION 2 Today's rapid change and complication in healthcare environment broaden nurse manager's task and delegation is one of critical parts of advanced leadership. Due to cost effective care, many acute care hospitals and medical centers increase numbers of unlicensed and undertrained workers which are Certified Nursing Assistant (CNA), Medical Assistant (MA), proving direct patient care (Marquis & Huston, 2008). Therefore, Registered Nurse (RN) has significant responsibility as a manager and supervisor for delegation. In health care environment, delegation became not an optional but a critical skill which all nurses and nurse managers need to learn. Transformation leadership is great skill to perform effective in delegation for all nurses and nurse managers. Significance of delegation Without delegation of the authorities and the responsibilities to others, Nurse managers cannot complete tasks successfully. Delegation is an advanced skill that the manager can build up with practice and train through experience (Marquis & Huston, 2008). Budget cut and reducing cost is nationally affecting hot issue not only for health care environment. University of California Los Angeles center for health policy research's recent report illustrates impact of budget cuts in health care by 2010-11 budget proposal made in January by California Governor Arnold Schwarzenegger's office ("Budget", 2010). RN, the largest healthcare occupation, constitute 2.6 million jobs, and 60% of RN occupies in acute hospital setting and many hospitals and long term care skilled nursing facilities eliminate RN and hire LPNs, UAPs to lower rapidly escalating medical coast ("Registered Nurse", 2009). Increasing numbers of unlicensed and undertrained workers are providing direct patient care. (Marquis & Huston, 2008). DELEGATION 3 unlicensed, assistive personnel (UAP) to provide accessible, affordable, and quality health care for patients. Boards of Nursing have the legislated responsibility to regulate nursing delegation and provide a frame work for policies and procedure ("Delegation", 1995). National Council of State Boards of Nursing (NCBSN) defined delegation as " transferring to a competent individual the authority to perform a selected nursing task in a selected situation" and also described as, "complex requiring insight and judgment regarding the environment in which the delegation is to take place and the individual involved." (Marquis & Huston, 2008). Also NCBSN draw attention to the nurse for importance of appropriate assessment, planning, implementation and evaluation to meet safe patient care and effective nursing process. ("Delegation", 1995).
