Political decision making (dm) is characterized by compromise and bargaining. Actors are groups. In this view no one group of people who share an interest or goals can determine policy or laws in the US. Som many groups exist that must compromise and bargain to get their points enacted. NOT equality of outcome! 7. Values/resources are limited/scarce 8. Competition is normal – actors competing is normal 9.
