Regulation of Cable TV FCC o Every 3 years stations choose between must-carry or payment for re- transmission rights Small stations will choose must-carry locally-licensed television stations must be carried on a cable provider's system Large stations may prefer to be paid for re-transmission 1934 Communications Act o This act requires broadcasters to serve “in the public interest, convenience, and necessity” FCC has no power of censorship of content with ONE exception o They cannot stop obscene content before they are viewed, but they can o FCC works as a “traffic cop” Effective radioactive power (how many kilowatts a broadcaster can use) AM stations can only be aired in the morning o Measure potential audience (98% of U.S. population)
