Discuss. --------------------------------------------------------------------------------------------------------- I) WHAT IS BUREAUCRATIC POLITICS MODEL (MODEL III)? 1) Govt. Politics vs. Rational Actor Model- Graham Allison - Focus of RAM (unitary/state/individual) excessively narrow; neglects fact that FP decisions are products of formal state bureaucracies charged with FP. - Allison- proper focus should be bureaucracies where dec. actually formulated. -Government behavior best understood not as unitary/rational decision or as organizational SOP output, but as a resultant of bureaucratic bargaining games. -2) Actors are driven by the interests of their respective bureaucracy. Bureaucracies leaders- act on preferences, beliefs, incentives related to the different organizations they represent, their analyses yield conflicting policy recommendations; bureaucracy determines what each sees and judges to be important.
