Chapter 5- Students with Mental Retardation/Intellectual Disabilities - Definitions of Intellectual Disabilities: IDEA ’04 defines mental retardation as “significantly sub average general intellectual functioning existing concurrently with deficits in adaptive behavior and manifested during the development period that adversely affects a child’s educational performance.” - individual has sub average general intellectual functioning, often measured as an IQ 70-75 or below ( or about 2 standard deviations or more below the mean of an individual intelligence test) - the individual displays concurrent deficits in adaptive behavior, meaning problems in adapting to everyday life in school, home, and/or the community; - the disability is manifested during the development period, meaning it is present prior to 18 years of age; and -the disability adversely effects educational performance. AAMR’s 1983 definition of IDEA: - “Mental retardation is a disability characterized by significant limitations in both intellectual functioning and adaptive behavior as expressed in conceptual, social, and practical adaptive skills. This disability originates before age 18. - Significantly sub-average intellectual functioning - Deficits in adaptive behavior - Manifested during the development period Intensity of supports: - Intermittent: As needed, short-term supports. Ex: assistance needed while recovering from serious illness. - Limited: consistent support for limited time. Ex: transition services needed when moving from school to adult life. - Extensive: consistent support in some setting. Ex: daily supervision in maintaining living arrangements needed. - Pervasive: consistent, high intensity support in most setting. Ex: 24-hour nursing care needed involving more than one staff member each day. Classification by severity or degree: - Mild (IQ range of 50-55 to 70-75) - Moderate (IQ range from 35-40 to 50-55) - Severe (IQ range from 20-25 to 35-40) - Profound (IQ below 20-25) Assessing Intellectual Functioning Standardized tests are used to assess intelligence

- A diagnosis of ID requires an IQ scores at least 2 standard deviations below the mean (70 or more) Important considerations of IQ test : - Is a hypothetical construct - Tests measure how a child preforms at one point in time - Tests can be culturally biased - Scores can change significantly - Testing is not an exact science - Results are bit useful for targeting educational objectives
