    Prison & Jail Populations Increases have continued, but the  increase has slowed Many crimes have been federalized, so  declines in State numbers are largely  matched by increases in Federal Increasing budgets have led to an  increased focus on community-based  approaches that maintain public safety  for a reduced cost.

    Politics & Policy Ideally, policy is based on research,  analysis of costs & benefits, weighing  alternative… Unfortunately, much policy is driven by  elected officials reacting to emotion and  sentiment, making decisions that will  seem like ‘the right thing to do’ and get  them votes.
