Community Focus Shift of focus from what an agency is providing and accomplishing to what impact a program is having on the community. Problems are too complex for one agency, but shifting focus to community expects that many agencies will collaborate in addressing the problem. Programs must know about the community and include that knowledge in proposals/data collection.

The Issue of Effectiveness Efficiency: the ratio of outputs to inputs or, in other words, how much service a program provides in relation to its costs. Effectiveness: the achievement of client outcomes (quality of life changes) as the result of receiving services. Both means tracking amount of service a client received, whether or not the client completed the program or dropped out, and how much the client improved between entry into and exit from the program

The Issue of Effectiveness Program: a prearranged set of activities designed to achieve a stated set of goals and objectives. Developing programs requires a careful, detailed thought process that begins with an understanding of a social problem and ends with analysis of data. Existing programs need to go through a “periodic checkup” to determine their continued effectiveness and relevance in a changing environment.

Effectiveness-based Program  Planning Taking a program through a series of steps designed: To produce a clear understanding of the problem to be addressed To measure client problem type and severity at entry To provide a relevant intervention To measure client problem type and severity at exit and to examine selected indicators in a follow-up study to determine long-range outcomes. Purpose: to provide a basis for continual improvement of services to clients and to provide a common database for both clinical and administrative staff for analysis and decision making about program changes.
