This House should lower the age to rent a car. (OPP) Opposition Brief: This house should lower the age to rent a car. Background Driving is a privilege, not a right. It is a responsibility that requires effective decision-making. Many of the skills and experiences that produce good drivers are developed over time. A 2009 study conducted by Science Daily, shows that risky driving habits are putting young drivers at an increased risk of crashing. This supports prior research that dangerous driving behavior is more prevalent among younger drivers (Science Daily). This is because young drivers are still building their road skills.
