The United States Federal Government should legalize the recreational use for cannabis (GOV). GOVERNMENT I. Resolution: The United States Federal Government should legalize the recreational use for cannabis. a. Background information: The topic of the year thus far has been budget cuts, State after state nearing bankruptcy due to lack of capital or industry. Forty two states are cutting back in areas that are imperative to the future success of our nation, like Education. Billions of dollars are potentially being cut from the education system, state to state to lift the burdens of our pockets today. What we are forgetting, are the children that rely on the public education system today, are the individuals that will precede us in the future. Without the foundation of a proper education, how can we ensure that they will be successful in recognizing the potential advances our great country can gain tomorrow? This is why we strongly affirm that the United States Federal Government should legalize the recreational use for cannabis. To win this debate, we will show the net benefits including the ability to alleviate these financial burdens placed on schools and boost our economy. b. Definitions: Recreational: a drug (as cocaine, marijuana, or methamphetamine) used without medical justification for its psychoactive effects often in the belief that occasional use of such a substance is not habit-forming or addictive. Cannabis : 1: HEMP 2 : any of the preparations (as marijuana or hashish) or chemicals (as THC) that are derived from the hemp and are psychoactive. This house: The United states Federal Government. No need to define “this House” because the resolution doesn’t use it ( Citation: Recreational." Merriam-Webster Online Dictionary . 2010. Merriam-Webster Online. 21 April 2010 <http://www.merriam- webster.com/dictionary/recreational Cannabis." Merriam-Webster Online Dictionary . 2010. Merriam Webster Online. 21 April 2010 http://www.merriam- webster.com/dictionary/cannabis ) c. Weighing mechanisms : We will win this round by showing the positive effects that legalizing the use of cannabis will have on America. II. Inherency : By legalizing cannabis we are allowing ourselves to benefit from an underground industry by taxing it. Keeping cannabis illegal will, in the long run, cost us more money than it would if we were to legalize it and by legalizing it, we will simultaneously alleviate the crime that is associated with it. This is not inherency. Inherency needs to state why we need to take action because if we left it alone, nothing will change. III. Plan: a. Agent: The United States Federal Government 1
