(Week 11) Tutorial Case Study – ESD Scheme Electronic Service Delivery Scheme The Electronic Service Delivery (ESD) Scheme (first launched on 9 December 2000) is a key initiative of the "Digital 21" Information Technology Strategy of the Government of the Hong Kong Special Administrative Region (HKSAR). The main aims of ESD are: to deliver high quality public services to the community in an innovative manner; to improve the efficiency and reduce the cost of delivery of public services; and to foster the development of electronic commerce in the HKSAR. HKSAR government really concern about: Is Internet really a popular media for the general public? Services under the ESD Scheme are provided based on a public-oriented approach. The public can obtain over 60 types of online services from over 20 Government departments and public agencies through different delivery channels, twenty-four hours a day and seven days a week. Examples of services include:
