5 The Act states – horizontal equalisation basis. In simple terms, the Grant is distributed on the basis of relative need. Takes account of differences in the expenditure required and revenue raising capacity of councils in order to deliver services at a State-wide average standard. 6 Commonwealth National Principles Effort Neutrality Policies of individual local governing bodies in terms of expenditure and revenue effort will not affect the grant determination. Minimum Grant 30% of the total amount of general purpose grants is allocated among local governing bodies on a per capita basis.
