Israel 2-2-2010 Divided in 3 Areas, A, B, and C A – Cities B – rest of population – PA has administration authority, Israel has security authority C- has 2% of Palestinian population and is under full Israeli control (60% of West Bank territory) PA got more foreign aid per capita than ever given in history… Barak said Arafat should join him and Clinton for negotiations at camp David in 2000 but failed  in July 2000. Barak offered 100% of gaza, 97% of west bank with land swap for extra 3%.  Uprooting Israeli settlements within new PA borders.  Shared capital of Jerusalem. $30 billion in  refugee resettlement fund.  Arafat didn’t respond, didn’t make a counter-offer. PLO later claimed that it would have given  then disconnected enclave, they said it sounded terrific but wasn’t what they wanted. Why did Arafat reject it?  Different explanations: he couldn’t abandon Palestinian refugees because Israel wouldn’t accept  a right of return. Some say Arafat couldn’t give up Jerusalem. Some said he didn’t want peace.  Ultimately, he didn’t respond, and the second intifada erupted. Israel and PA had joint security  controls, the first killing on the patrol, Palestinian killed the Israeli patrol partner who was  actually Ethiopian.  Within 2 years into the intifada. By march 2002 it becomes a campaign of suicide bombing.  Terrorism Sept 2, 2000-Dec. 31 2005 147 suicide bombings causing 47% of all deaths 1084 killed 7454 injured/crippled 82% of dead and wounded were civilians Israel responds militarily with operation defensive shield under Ariel Sharon. They start re- occupying. Out of desperation claims, people started committing suicide.
