000.000.000.004 In recent years, governments and public authorities of all kinds have been actively incorporating information and communication technologies into their operations with the intention of making public sector processes more accessible and more responsive to business and the public. This is widely referred to as “e-Government”. However, if the full potential of technology to enhance government effectiveness is to be realized, it is not enough to simply “bolt it on” to what already exists.
