Robert Wu US I AP – GL Period 5 2/9/08 When the U.S. constitution went into effect in 1789, the population was doubling every 20 years, 90% of America’s population was rural, and 5% lived west of the Appalachians. In addition, America was in heavy debt while monarchs were anticipating its failure in governing its people. In the same year, the Electoral College elected George Washington who traveled from Mt. Vernon to New York to take the oath of office and set up a cabinet: Secretary of State – Thomas Jefferson, Secretary of the Treasury – Alexander Hamilton, Secretary of War – Henry Knox. Creating the Bill of Rights became a major priority for the federal government because many states ratified the constitution on the condition that a Bill of Rights would be promptly created. Congress passed the Bill of Rights, which consisted of 10 amendments, in 1791. Before this occurred, the Judiciary Act of 1789 was passed, creating 1 Supreme Court, 10 circuit courts, and 13 district courts. John Jay became the first chief justice.
