The first thing I would look at when determining the effectiveness of a police department in a medium sized community would be the crime rate, percentage of solved crimes versus unsolved crimes and related statistics. If the crime rate is lower and there are fewer unsolved crimes compared to previous years, this would indicate a more effective police department in terms of the goal approach. Since it is a medium sized community, I would also look at the police department’s involvement with the community and how the members of the community view the police department. Whether the community feels that the police are trustworthy and doing a satisfactory job of protecting the community would be two factors I would consider. If the police are viewed in a positive light and the community believes they are doing a satisfactory job of protecting the community, this would be an indicator of effectiveness. Community involvement would be another factor.
