Brianne McClellan Summary #4 9/20/2010 MWF 1-1:50 The Constitution was an imperial grant .  It was a gift from the emperor himself to the  people of his country .  It consists of seven chapters and seventy-six articles.  This constitution  differs from constitutions belonging to other countries .  The first chapter of the Constitution  defines sovereignty and its connection to the prerogative of the people .  This chapter is not  paralleled in any other constitution .  This chapter is important because of the history of being  ruled by an emperor .  Chapter two consists of the rights that the people are granted and the  duties that are owed to them .  The third chapter describes the system of deliberative assembly. Ito tried to stress the differences between the developments in Japan and the  experiences in Western countries .  One power is indivisible unlike the separate branches of
