General Model of Government Intervention Hoffman Model The essential nature of the Hoffman  Model is the establishment of three  independent dimensions by which the  intervention (the policy) can be  measured

Why Use this Model? The model is used to discern whether a particular application of a government instrument is likely to be effective for its stated goal(s) The model is used to select policy formulations that are of high quality and to predict the likely performance of intended measures (assessed using the five measures of effectiveness)

What is an intervention? An intervention is defined as the application of any government instrument: whether moral suasion resource allocation (how the gov’t spends money, i.e. programs regulation (designed to achieve the desired future state i.e. the goal)

Strategic - Reactive Dimension Reactive : is defined as one which  responds only to the superficial  aspects of the issue, without visible  concern for underlying root causes.  At the other end of the continuum is  the purely  strategic  response that  would consider and deal with the  underlying root causes to any issue.
