Ryan Stevens February 15, 2006 AP Gov Block 1 Chapter 2 Part II GRG Checks and balances - This was a phrase that Montesquieu came up with and it is the action that a government makes in the model of Separation of Powers. The checks is suppose to monitor the actions of the powers and the balances is the ability of each power to inflict its authority to limit the power of another. Separation of Powers- This idea was first introduced and thought up by a French thinker by the name of Montesquieu. His thought was to separate the power of government into three powers: executive, legislature, and judiciary. Each had a way of checking each other so no one branch would have more power. James Madison- He was a 36 year old student of government that made contributions so notable that he had been called “the father of the Constitution”. enumerated powers- This is a term that lists the powers of legislation granted to Congress. This basically mean that Congress may only exercise powers that are granted
