Federalism - Federalism is a political t erm that states that sovereignty is constitutionally divided between a central national government and the national governments' states; this creates a federation . Federalist No. 51- This is an essay by James Madison that was published on February 6 , 1788 . This paper addresses means by which appropriate checks and balances can be created in government. This showed to those against federalism that there would be no one powerful branch in government. enumerated powers- This is a term that lists the powers of legislation granted to Congress. This basically mean that Congress may only exercise powers that are granted in the Constitution and other such things found in the Constitution. implied powers- These are powers that are not specifically given in the US Constitution.
